There are a large number of different train control systems in Europe, which make cross-border traffic more difficult and therefore represent an obstacle to the single European market. In order to overcome these barriers and promote the harmonisation of rail transport, the European Train Control System (ETCS) is being introduced as a uniform train control system across Europe on the trans-European railroad lines, the so-called TEN network.

In accordance with the European TEN Regulation 1315/2013/EU of 11.12.2013 (Article 39 (2) a) iii)), there is an obligation under European law to equip German corridor sections with ETCS throughout. The section of the TEN corridor between Venlo in the Netherlands and Krefeld via Viersen in North Rhine-Westphalia to Grevenbroich will be equipped with ETCS Level 2 with signals (ETCS L2mS).

The route is part of the European Deployment Plan (EDP). Including many feeder routs, a total of 117 km of track will be equipped with ETCS. In order to create the conditions for the universal ETCS L2mS system on the line, the first step is to prepare the existing track for the new technology in accordance with the regulations. To this end, the existing mechanical and relay interlockings will be replaced by modern electronic interlockings (ESTW). Based on this, ETCS L2-compliant technology will be implemented in a second step.
